That is what I meant. And the ancients said “Greeks are we, who partain to the Greek learning”. In other words, your nationality is not in your blood, but in your upbringing, which determines your behaviour and thoughts.

While traditionally Chinese didn’t say this (and as far as I know still regard American born Chinese who can not speak one word of Mandarin as Chinese), in one very important way they implemented it. Namely, by way of the Imperial Exams it was possible for non Chinese to rise to high office. In my naive opinion this is an extremely important mechanism of detering separatist tendencies and creating a sense of unity over centuries. Ever since I first read Chinese History, I suspected this to be a crucial building block of Chinese “historical continuity”!
